want to apply for Canadian visa but do not know how to answer statutory question

Plz help with your insights
In 2018, I have been to an agent to ask for us visa ( at that time I was pregnant ) .
The agent filed the application form online ( DS 160 ) and then asked me to go to bank and pay visa fees for the AMERICAN embassy so that they will fix appointment for me for biometrics and for interview .
I went to bank paid fees for the visa , then the embassy sent the day appointment to the agent .
Sur to some personal reasons I did not go back again to that agent and I did not attend the interview . Also did not the biometrics .
So in final there was only the form completed + fees paid .
Now I am planning to apply for canada ,
How should I answer the question : have you been refused a visa to any other country ?
How should I answer that question plz ?!?!

You should list it as a refusal. The application would have been refused since you failed to attend the interview and complete biometrics.

You can certainly contact the agent but it's a bit risky to trust the agent's answers.
