Yes brother it is a good sign. You get it when you pass all assessments. I am july 2018 applicant. I received pre arrival services letter on feb 10 this year. I called cic. The agent told me that you passed everything....eligibility, criminality, security and medical....now copr anytime.
Dont worry....i am also an inland applicant...u get this letter when ur application gets approved in principle. Now u will get pr any time.

oh you're sooooo lucky! you will get the card really fast.

- Address approved and copr uploaded January 11th
- Card: 1st of February

i got my portal invite mid-December got COPR the first week of January and received my card around weeks 3 later... Roughly 2 months from when portal was sent to getting my card in hand. But it depends because this was literally Christmas and New Year's so a lot of holiday days. but for some, it was a shorter or longer time frame. so can't be too certain of how long it takes.

I received the CoPR details uploaded to the GCKEY after 1 week of DM. Now waiting for COPR itself. It all depends on your IRCC office. Mine is Etobicoke.
