I submitted my paper based application on April 7, 2020. Received AOR in October, 2020. I saw that someone with almost my exact timeline got COPR this month. That gives me some hope but what makes them complete some in 11 months and some in 21 months? Even when the application was complete?

The Paper based Applicants InLand can get their DM faster than Outland Applications.
The others who are getting fast processing are EE based applications.
Please check from those someones you mentioned in your message who got their Copr in 11 months that, if they are inland or EE applicants.If they are Outland Applications then it’s a miracle happening to them and they are lucky ones.

I got nominated for OINP in Jan 2021. I have gathered all my documents and I am ready to apply for paper based PR application. But, my checklist suggests that i should attach a copy of my visa. Unfortunately, my visa is expired and I havent applied for new TRV yet. What should I do? Please help me out. I have called IRCC but they are also not sure if i should attach my expired visa or just not attach anything.
Any help will be really appreciated.

You have to attach copy of your passport along with your work permit and whatever visa you have . I guess you are talking about entry visa right now work permit expired?
