So is there required income to sponsor a Spouse (in Quebec)?
No, But you need to show how you plan to support your spouse. They want to make sure you won't go on welfare.

For a "standard" (spouse with no other dependants) just spousal sponsorship there's no financial requirement as long as you're not on welfare. There's no financial proof to submit as far as I know.

Yes you should send in financial proof that you have the funds and/or employment to support your family without government help. You should include things like a bank statement, NOA, employment letter with your salary, etc.

Now I'm really confused, Some people say one, others another. Where is the truth. Do you mean it is Quebec requirements?

From what I've read, you just need to prove that you won't be on welfare. I haven't applied for CSQ yet, but I will most probably explain the financial situation.

yr97 says 100% sure you don't need to submit any financial proof which is not 100% correct. The onus is on you to prove that you have the financial means to support your spouse. In other words, prove to IRCC that you will never go on welfare. Submitting documents without any proof that you will not go on welfare / social assistance can / could jeopardize the application. Provide documentation on how you are going to support your spouse if you are not working. For example: Canadians/PR who are currently students at university can still sponsor their spouses provided they show IRCC plans on how you will support the spouse while attending their studies. ie, letters from sponsor's parent stating they will help support them until spouse land a job. If you don't provide any proof or plans that you will not go on welfare, it could put your application in jeopardy.

My nephew a student at university was able to sponsor his wife for PR. He didn't have a job at the time but he provided a plan / documentation on how he will support his wife.

I am not familiar with Quebec requirement only that the CSQ must be submitted if residing in Quebec. Normally providing support through financial means or plans on how to support the sponsored spouse is usually sent with the application itself.
