Getting Indian PCC when you get an “Adverse” Police Verification Report (PVR) due to short stay (less than a year) in the present address

I have my permanent address in passport and I have been living in my present address (rental) for the last three months. Prior to that, I was residing in the same colony in another apartment. When I applied for PCC (in mid Dec), the Granting Officer (GO), granted my PCC on Pre-Verification basis. In a couple of days a policeman came and the verification was done.

12 days later, I got a message from the PSK that police gave an “Adverse” report for the current address. When I checked online status it was showing “Police Verification Report was not clear and the application is under review at Regional Passport Office”. Then I called the policeman who came for the verification and confirmed that he gave a “Clear” report after checking his records.

I visited the Regional Passport Office (RPO) (not the PSK where I applied for PCC) on the fourth day from that message and met Assistant Passport Officer (APO). He told that the hard copy of PVR has not reached them yet and asked me to visit after 10 days. He also asked how long I have been staying in the current address for which I said 3 months. Then he suggested to write a letter mentioning my last one year addresses and attach its proofs. It was only one address for me.

After a week, I went again with my old address proof and a letter, as suggested, to the RPO. An officer checked the proofs and cleared it in their system (may initiate another police check if the address is not falling under the same police station – I am not sure about this). Then I had to meet a GO and I got my PCC.

So in case you plan to visit, give it 10 days from that “Adverse” report message. Please subscribe to SMS services when your passport and present addresses are different. Hope this helps someone :)

I am in Canada on Work Permit from last one year. Now we are thinking to get PR. My case is - We got our passport in Tatkal and since I didn't get any bribe to the Police man that came for Police Verification, he submitted an adverse report.
Question - Will this adverse report could affect my PCC (that I'll have to initiate from Counsalt in Canada)?

Just for the information for any future boarder: If there is any Adverse report (a Show Cause Notice) on Passport then it won't affect your PCC, given that the district SP office sends a clear report to Consulate. The whole process is:
1. You sends request to BLS
2. BLS forwards it to India Consulate in Canada.
3. Consulate raises a Police Verification of the candidate at the SP office of the address given by the candidate.
4. Within 10-15 days (depends on your district SP office though), SP office sends response back to the consulate with +ve / adverse report directly. No role of RPO who issued your Passport in India in between.
