Start an academic program without SP approval

The situation was:

1) The program started in July,2019 (before the pandemic) was more than 6 month long,
2) In a DLI college, but private school
3) start to study in that program after I submit SP application on July 2019, but not get approval
4) The SP application was transferred to CPC Edmonton, which was stuck there, no result until.
5) complete the program in May 2020 (The pandemic started)

Was I eligible to get that program completed without my first SP get approval which started before pandemic??

Well, technically, you were not supposed to even study before obtaining the permit, especially before the pandemic; you should have followed up with them. Second, it is a private school; I don't think it does qualify for PGWP even if it is a DLI school.

You were studying illegally.
