You're right in that the express entry draw (the 27k+ under the most recent 'draw') was, it seems, almost entirely targetted at in-Canada/Canadian experience.

The announcement was vague, but I think worth noting - and being glad - that the pressure seems to have at least had effect of getting them to increase resources for spousal apps. And outland ones at that.

I agree, how effective it will be and particularly at 'unlocking' the hold-ups at some visa offices remains to be seen. But 60+ staff at Sydney is significant.

And I think the suggestion about message remains: if they want to focus on applicants who WILL immigrate and land, spousal is one of the classes that is worth devoting resources to.
This will help new applicants, sure - but what about those of us still sitting here. IN CANADA. It is what it is at this point, however, I have no work permit, blowing through cash like it is going out of style, giving 15% HST on everything I buy, and nothing to show for it except for a medical card. Heck, I will roll over to Ottawa and then quarantine back here if they can help. I have a citizenship for my kid sitting in Sydney for over a year, even offered to come pick it up.

I didn't ask them to provide gcms notes, I had already ordered it.. But my request was to check the gcms notes and answer some of my queries in it... Which they denied
Unless that was in your original contract then it's not wasting your money you get what you paid for. Which is basically someone to fill out your application for you and hopefully make sure you don't forget anything.

You don't need a rep if you take your time and do everything in parts. Have someone look it over with another set of eyes. Use this forum when you have questions etc. A rep or lawyer is only needed when your case is more complicated.

Either way check your contract if you had one and maybe next time make sure your expectations are set ahead of time.

My husband was refused to get a study permit on 2018. But we not married yet that time. Sometime in 2018 also we got married and applied spousal sponsorship jan 2020. Is there any grounds of refusal in this case?

The previous refusal alone is not grounds for refusal under the spousal app.

Okay guys, somebody asked a question if the sponsor apply visit visa while your application is in process? Is anybody here done that and have success? Does it affect your application process for spousal outland sponsorship?

The applicant applies for TRV, not the sponsor. Some get the visa, some don't. Won't affect your spousal application.
