I confirmed with calling CIC that all pass only security check not start yet, it seems almost half year keeping this status..
do you guys know what reason?

Looks like they stopped working today n paper based application now because of express entry draw. We are so unlucky and got stuck.

When you apply for employer specific work permit, cic send you letter with your AOR receipt in your account called WP-EXT which tells you that they have received your application and you can work under this period of time under same conditions. If you received that letter you can work. That letter usually comes 3-4 days after you apply.

Why did you applied as paper based. You should apply online. For paper based application for work permit you have to wait for few weeks and then try to link your work permit application online on Gckey.

i have a consultant. and i tried to open an online account but its not going in.. So i immediately sent a paperbased application. I already have an ongoing PR application. my work permit extension got refused thats why i am restoring my status.

As i said try to link your application for work permit in few weeks. When did you sent it ?

it was received yesterday per canada post. I have read this in ircc website so maybe i have to fill this up. my problem right now if i need to stop working while restoration of status has no decision yet.
How to request consideration for an interim work authorization
Step 1: Fill out the IRCC web form
After you apply for an employer-specific work permit, fill out the IRCC Web form.

When you fill out the Your enquiry section, you must copy the text and paste it into the web form. Make sure you fill out the sections in square brackets, including the

• dates
• name(s) of employer(s)
• title of your job

If you applied on paper and don’t know your application number, include your courier tracking number. This will make sure we find your application.

Yes you can do that . Paste the text from cic website in inquiry section and send them webform. See this website.
