Can anyone suggest my i am having a study visa for may intake 2021 in niagara college and my spouse is having oswp with him so as my whole study has moved to online so is it fine if i move to halifax where i can do online study as well as work there which will help me in the pr process .

Yes correct there is a chances of on campus but what if that time we come back to toronto again ???

If in-person class resumes, that means you can't be in Halifax because it is far away from Ontario, so you will have to go back to Ontario again.
