I feel if the eligibility started early then it's a bad sign and means that they have already made a decision on your file, which in a short time means that it is refused. If it takes a long time for the eligibility to start it means there is something positive going on while you receive the medical update. Any thoughts?

You are supposed to get an LOA that you can use for your study permit application after payment of the tuition deposit.

Yes I received 2 Email as soon as I submited aplication. And another ghost email after 24 Hours regarding aplication status updated but nothing changed in Gckey account.

No change in this short time is good news. The last time my status changed to eligibility review started in 24 hours and it turned out to be a refusal within a month.

Sorry about your Past refusal, I am sure you ll make it this time.. Any Idea where Non SDS files being Processed ? Canada or Local High Commision Offfice?

Thanks, you too. Non-SDS are processed at the regional offices unless they are being transferred to other offices as part of load distribution.

Any idea how much time background check step takes?in my gc key account the background check is in progress after my biometrics were updated.

The 3rd email we were talking about above is the background check completion, but it doesn't show up in the account until the final decision is made.
