Citizenship Application in process for almost 12 years

I applied for citizenship grant in 2009 and my application was processing normally until I did my language test in 2010. I was given a questionnaire on the same day.
It seems that I applied 30 days earlier. The request thing was the fingerprints which I submitted in 2012. After that nothing was going on except communication between CBSA and IRCC officers regarding my case.
At the end of 2015, I was sent another request by IRCC to send new fingerprints as the old one "expired". In 2016 my application was cancelled and considered abandoned. This decision was overturned by the Federal Court and my application was reopened in 2020. Recently my application has resumed and I am being asked to fill the residence questionnaire but I already did it in 2010.
My question is: Can a citizenship officer ask you to provide documents that have already been provided?
Also, is there any government body where we can complain regarding processing a citizenship application?

Just for information, I have never been convicted in any country for anything. This is pure institutional discrimination.

12 years... You seem to have fallen through one of the deepest cracks in the system... I don't think you'll find an expert opinion here. Get a good lawyer and file for mandamus, that would be my opinion. Re your question I believe they can although if you claim your Cship grant for the period of time back 15-12 years ago then they should have it. I sincerely wish you beat the crap out of them. This is not an unacceptable situation, this would be pure BS with no excuse whatsoever

What do you mean you went to a language test in 2010 and were given a questionnaire, but had applied 30 days earlier? What request thing? You mean in 2012 you got a finger print request? You jump from 2010 to 2012.

Then you mention another finger print request in 2015, but don’t mention if you sent new prints in. Did you send them in?

Next you say the cancellation of the application in 2016 was because of abandonment. Did they explain why they considered the application abandon? Between 2012 and 2016 did you make any requests for application status updates? If so, what were you told?

You went to court over this, did you use a lawyer? If so, is there a reason you aren’t having the lawyer handle this now? What did the ruling say? Did it absolve you and state the application had to be reopened or did it find that it wasn’t your fault the application was cancelled, but you’d have to reapply?

Why are you accusing the IRCC of discrimination? Seems like you could accuse them of being way too slow or mishandling your paperwork, but so far everything they’ve requested from you is pretty standard.

I feel like there’s a lot of missing information here. It’s not a case of you sending an application in 2009, checking in a few times and being told it’s in process, and then suddenly it’s cancelled.

I will say this, if your application has been going since 2009 and you ended up in court, you need a lawyer handling this for you not a forum.

This is an extremely unique situation and really a question your lawyer needs to answer.

In terms of where to complain, your lawyer could initiate mandamus. That would really be your best bet.

You're in lawyer territory at this point. Normal processes don't apply to your situation unfortunately.
