I already copied and pasted an example PFL in the beginning of this thread. Gckey link will just say Procedural Fairness Letter.

Monday morning I am uploading all documents and praying to the big man above. This is the last straw. When I send these in by upload will they ackowledge they have them.

Because now I seriously dont care. I will glady appeal. Actually look forward to it. The running I have did for this and for them to SAY PROVE TO US YOU WILL LEAVE. Give me break. Give me a piece of that kitkat bar!

Yes, first it will say uploaded not submitted and when you are done uploading all the buttons, you click NEXT on the bottom of the screen and then it will prompt you to electronically sign and swear that all the docs you provided are not altered or scammed in any way lololol. Then you send it away and recite a Hail Mary.

In another thread it's made clear that you need to submit the marriage certificate (license is a clear error in terminology from the email and that is their fault). And you hadn't submitted it before - you're lucky your application wasn't returned as lacking a key document. This is more a case of your original error in not checking carefully when you originally submitted what was needed.

As for your wife having to go to her home city to get it notarized - that's not a Canadian requirement, but Chinese regulations. (I'm a bit surprised the notaries can't do a certified translation in your current city of residence, but stranger things exist).
IRCC is being nice and giving them a chance to make things right, though it will cause some delays in the process.

FYI
The notarized marriage certificate and certified translation can only be completed in your home town.
Your national identity card is required to have this done and your family hukou is based out of that city.
