You the sponsor will get an email saying passed or failed, also in my sa letter said where the file was being transferred

Well.. i don’t think you get email that you approved you will know that if the send you PRR and p arrival.

How do people find out which visa office their application is moving to? Is it through the Sponsorship Approval Letter or are applicants sent a separate email / letter notifying of the move ?

On our experience, my husband (sponsor) got separate email that our application was transferred to Ottawa. He got his SA letter last Dec 3, 2020 and the letter of transfer last Dec 17, 2020. Some SA letter includes the VO where their application got transferred, some received separate email for that.

got it, thanks guys, this helps. On what basis is the VO decided? I'm in Ontario and my spouse is from India, we are living together here since my spouse is on a visitor visa.
But we are planning to move to BC in next month or so.

I'm not sure with this but as what I've observed, if the application needs further investigation, it'll be transfer to PA's country of residence. Let's wait for some applicants opinion and observation.

We have the same SA & file transfer dates. File is in Ottawa Visa office.
On Dec 31st Principal applicant's ECAS started showing "We started processing your application on 31st Dec 2020" but sadly no updates since then...

My ecas just showed application received the other day. It took 2 months+ for them to received it. welp. ‍
