Basically yes - as I believe there are overlapping parts of eligibility and background. I.e. eligibility can depend on aspects of the background, etc - so it's probably not entirely possible to separate the two. But possible that internal IRCC processes show/perceive these as distinct activities (ie collect/check all background info and only then do the formal eligibility evaluation).Soon hopefully. You will not always get the AOR2 letter. Many here interpret such changes to mean the same thing as AOR2, but the truth is no-one knows exactly if it is equivalent.A question: can the "Application received" or "In process" status be considered AOR2? or we will always get sent the actual AOR2 letter?
Great news! Mine is still in the received status yet. Mine was sent there on the 21st of JanFinally my application statue turn to in process no AOR2 letter as yet feeling great

File was sent to Shanghai (although Sponsor Approval letter dated November 30, 2020 noted it was going to the Principal Applicant visa office in the Caribbean). In the last week of January 2021, ecas reflected 'Application Received' and today (Friday February 26th) it shows 'In Progress' for Permanent Residence Application Status.
The process bar is now back on gckey displaying 87% completed based on the April 16, 2020 application submission/receive date. This is an Outland Application that was submittee to Sydney Nova Scotia CPC on April 16, 2020.
Wanted to share the change to 'in process' with everyone. Hopefully, others will see this change next week on their ecas profile.
