Work permit delay in visa processing

In applying for work permit for a 3 years job through the francophone mobility programme
1a-Must the preferred lanagauage of communication for application be French being a French programme or I can choose English?
1-Passport will expire in 8 months time -October, any need to do a new one before submitting application?
2-Can upfront medicals be uploaded or sent after application has been submitted?
3-Is it necessary to withdraw/cancel myexpress entry profile when applying for work permit?

Pls can anyone interpret this below letter I just received from IRCC as per my temporary work permit application submitted on 5th of September 2020. My timeline was 18 weeks as at when I submitted my application an now in 24 weeks.

I have applied for employer specific work permit in september 2020 , and biometric completed in january 2021.
medical passed updated in feb. 2021. Untill then no update .

I have also applied on 03 Feb 2021 as Transport Truck Driver and the visa office is Abu Dhabi.
I got my work permit in 3 weeks. My work permit (ICT) timeline:
Residence: USA
ICT application submitted:23rd June 2021
Request for Evidence and clarification (legal status in USA, W2, paystubs):5th July 2021
Documents Provided:14th July 2021
PPR:15th July 2021
Passport Sent: 17th July 2021
Approval Letter:22nd July 2021
I already provided my biometrics earlier during my PR application.
