May intake visa application

Hi guys,
My friend got admitted into college in May 2021 but hasn't applied for a visa yet. For his country, it shows 21 weeks processing time. Do you guys think it is too late to apply for the visa? I advised pushing the study to September because fall is achievable than May intake.
Any suggestions?

I applied in November for May intake and still waiting for SP approval. Considering deferring for September.
