study permit delay 20 months ++ Abu Dhabi visa office.

Dear All,

I need advice that could be useful for the current predicament in which i find myself in with the IRCC office in Abu Dhabi.

I applied for a study permit through Abu Dhabi visa office June 2019. about eight months before the covid-19 pandemic. First week July 2019, i received a PFL - procedural fairness letter requesting for clarifications on my travel history. which i responded to promptly. Third week In July 2019 , i received another PFL- which was a bit more specific ,and i also responded promptly - with the assistance of an immigration lawyer as advised.

The issue raised in the PFLs i received was a response to a question which i answered wrongly.

Specifically, I have concerns that you failed to declare a previous US visa application refusal on your application form as you indicated ‘NO’ to Statutory Question 2(b): “Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory?”

On the question i did not read thoroughly , i had assumed the question pertained to only Canada and not all countries. Anyways , My mistake.


Since my second response to the embassy in July 2019, I have not heard a word from the embassy regarding my application. I requested for the notes on my application and the last update was around November 2019 - where the visa officer recommended i come for an interview.

I have made several inquiries regarding the status of my application from the embassy, Prior to the outbreak of the virus , the response i received was 'in queue waiting for a review by an officer' .

Since the outbreak of the virus , whenever i send a webform or any inquiry to the embassy i only receive the standard response ' Due to the outbreak of covid-19 pandemic, we cannot provide an estimated time for the completion of your application.


My school offered me the option of beginning classes online in Fall / September 2020 which i took advantage of but my question now is a) what are my options in reaching out to the embassy in Abu-dhabi, b) What else can i do to push them to resume processing on my application because i believe it has been forgotten.

My lawyers sent a demand letter in October 2020 to the embassy demanding a decision on the application but the embassy responded with the same standard response, I am being advised to approach a federal court to issue an 'writ of Mandamus'. c) I Just want to know if it will be worth it.

I would highly appreciate any advice that could be useful as this has been a highly frustrating experience for me.

Very similar experience with you, I submitted 1st SP on July 2019 and be told the case was transferred to Edmonton office to process, there is no any other response than that till July 2020. All the Webform inquiry were answered by COVID 19 delay. So we open a new SP application on July 2020 and it was approved on Nov 2020. As I am in Canada now, just want for the SP paper to post to me, but also wait for another 2 month and there is nothing.

You don't need to reapply. Wait for them to schedule an interview with you.

But it's been almost a year and there's no response from their side. And the recommend interview in my GCMS notes has been since August 2020 and yet they didn't contact me yet. It's really frustrating

This is frustrating ! In this time and age I don't understand how they cant fix problems like these. I mean you can have software's which sends reminders every 30 days to VO for the files they have pending for review and hold the VO accountable for it. Hope VO are explained the impact of the work they do is not just pushing papers but it is someone's entire life on the line !

Damn, that's frustrating. Apply again then submit a webform to withdraw the previous application.

Should I apply with the same course? Or should I change it and state that also as one of the reasons why I withdrew my application and applied again?
