Hotel is mandatory for all travelers, except those exempt from quarantine (essential workers).
They already made exemptions first for people traveling for medical reasons and then refugees Government is going to pay for refugees.Eventually those traveling to reunite with families will be exempted too. They have been stressing that measures are taken to discourage unnecessary travel. Do they want to discourage people coming to Canada to reunite with their spouses? I don't think so. Do they want to discourage Canadians who lived abroad for many months to return home? I don't think so

I have no opinion on whether you're right or not about whether government will eventually chnage the specific requirements. There certainly will be changes going forward.

BUT: I really want to emphasize to anyone waiting - do NOT expect or wait for the rules to change in your favour. You might think the rules would be better if [something better] - and maybe it would be - but expecting it to happen and getting upset when it doesn't, that doesn't help you.

There will be more quarantine hotels approved in the next few days.
Everyone will have to pay the $2k via credit card prior to booking or you're out of luck.

Maybe just change flight to the USA and catch a lift to the land crossing?

assuming you have visa for US. You will have to get tested in the US before you can enter Canada.

Highly doubt spouses arriving will get exempted. There are almost no refugees arriving so the promise to cover costs is not a big deal. The people travelling for medical reasons are usually strictly quarantining to begin with and there are very few of them. If you have cancer you are spending your life in quarantine to begin with. Requiring spouses to pay to quarantine is common in many countries now. It won't affect Canada if spouses can't reunite right away and they will arrive in larger number than groups like refugees or those seeking medical treatment. Why would Canada not want to discourage Canadians from returning home if they have been living abroad? That is exactly what they want. Makes very little difference to Canada if they return now or in a year. Canada wants to minimize all travel. This isn't only about unnecessary travel this is also about trying to stop the spread of variants.

average hotel per day cost 100-250cad per day by online prices but since travellers are required to book through special numbers this would be at a very special rate.
A normal hotel room doesn't come with security, meals, a total specialized cleaning, public health, etc. That is why the costs are higher for quarantine rates.

The highlight being rates being far low from expected $2k per traveler. Imagine family of 5 landing for first time and is obviously not exempted.
From base rate of $200/day how much do you expect to add up for these 'additional measures' from business pov?

Family of 5 should re-think their landing plan. When the condition is so bad, may be better to defer landing.

That's not very reasonable.
The announcement was made a while ago which did give people the opportunity to travel earlier.

Just saw someone complaining about the fee. Although it is very sad that their family member died, I'm not sure why they haven't tried to travel this week and they mentioned that their spouse was 37 weeks pregnant which means they can't quarantine with their spouse because she is pregnant and they have essentially left no wiggle room to attend a delivery. Not sure how Canada being considered a "compassionate country" means that hotel payments should be waived. There are many other countries charging for hotel quarantine. There also seems to be a lack of knowledge. The PCR test required 72 hours before boarding only shows that you didn't have a high enough viral load to test positive when taking the test. That doesn't mean that you won't have covid when you arrive in Canada. There are still many people arriving from international destinations with covid and all the stats are likely under reported since many provinces aren't contract tracing.

Many have also been quarantining with family. Canada can't afford to allow people returning with a variant to expose a whole household. The government has actually hired private security to check that people are quarantining. The government also seems to be punishing people who break the rules. Unfortunately there are people who have total disregard for the health and safety of other people so the government has to take more extreme measures and can't just count on people following the rules.

The local approved quarantine hotel had issues with their phone lines today with travelers trying to
book due to not being able to get through on the new Government issued phone line.
I'm guessing there are many people wanting to travel especially after following rules for such a long time?

$700.00 for 3 nights in a 5-star hotel not including meals is far less than previously announced.
