indeed, the mega draw gave the signal that ircc intends to turn the CEC into a buy-your-way-in kind of situation by taking the CEC cutoff down to 75. people of any age or background will most likely be able to pay a canadian school for 2 years, get the PGWP afterwards and work for a year then get a PR. not sure how the public (born and raised canadian citizens) would react to this though, the education pathway is super cheap for a north american PR.
as for FSW, the first cutoff after the fsw draws had been stopped last year was 478, which quickly dropped to below 475 in a few draws and continued to drop to 468 by the last draw of 2020. this is how the usual fsw buildup affects the fsw cutoff. so mostly likely we will see a 481-478 cutoff around may-june, then it'll go down below 475 again in a few draws. fsw is the largest pool and the cutoffs change slowly as it really depends on the demographic of the candidates. the typical top notch fsw you'll find is single, not older than 29 years of age, has a foreign master's and 3 years of professional experience, has good english scores, usually has no french scores. this profile gets you 481, which is really the unofficial fsw max score nowadays.
