Update: Did you receive an ITA for CEC. Finally I found some proof to support my argument that one cannot have a PNP Nomination and Express Entry Profile at the same time. This paragraph from this link clearly states that once a candidate has been nominated, they cannot receive an ITA from other federal programs.Need some suggestion from the group. I have profile in Express Entry with CRS score as 400, and I meet CEC and FSW.
Although I did not received any ITA notification for the cut off score was 75 as per the draw #176 but very hopeful this to happen anytime today or tomorrow. In addition, I had OINP and submitted the paper application with AR date Sep 26, 2020.
Shall I consider the paper based application for processing or the express entry, timeline does matter for me.
Also, can I transferor use amount paid for paper based application to Express entry. Any guidance/ suggestion will be helpful.

A candidate who has a pending nomination or has accepted a nomination cannot be viewed by other PTs in the portal, nor can they be issued an ITA based on one of the federal programs (FSWP, FSTP or CEC). The candidate will be issued an ITA as a PNP only for the jurisdiction whose nomination they have accepted. A nomination is ‘pending’ when a PT has indicated in the PT portal that they wish to nominate a candidate but the candidate has not yet responded.
My son got nominated only last week BC PNP Express Entry. He has not received an ITA for CEC because of this nomination. Now unless he had declined the nomination prior to the draw, he would have received an ITA. The province communicates with IRCC and notifies them of those who have accepted their nominations.
