VIN change after soft landing

I did soft landing back in 2018 and had mentioned VIN# for my 2007 Camry but had to dump that car last yr due to a major maintenance cost..bought a 2017 RAV4 on Feb 27th 2020..my questions on this:

1. Will i be charged a bomb for change in VIN when i take this RAV4 and cross over to canada?
2. Does it matter that i have had this car (manufactured in Canada in 2017) for less than 10months
3. Any other factors that might impact

It is at the discretion of the officers involved. You can tell them about the situation and they will most likely be okay with you importing a different car than then one in your GTF list. Also, since you are settling after almost 3 years, you can also try to claim the settler tariff and and ask them to ignore the GTF list entirely. Again it will be at their discretion.

Hi, how did you manage this? I plan to do buy a new car but that might not happen before I plan to do soft landing. Thus during soft landing I don't have a VIN. Can I use the registration number instead that I have from my old car that I sold recently?
