COPR potentially revoked!? Please help

I applied for PR last year (inland as CEC) but I left the country 2 weeks ago. I submitted the webform the same day letting them know that I am now outside the country. I received my COPR last week and in the letter, it was written that

"If you are currently outside of Canada, do not attempt to travel to Canada. Please contact
us immediately at the following address and we will send you additional information:"


When I submitted the email at the given address then I received the following reply back
"As per subsection 71.1(2) of the Immigration and Refugee Protection Regulations, all foreign nationals are required to be in Canada at the time of Permanent Resident status issuance. Based on the inquiry, you are currently outside of Canada.



As you were outside of Canada at the time of the virtual issuance of your PR status, you were erroneously granted PR status. This has been corrected and so your current status in Canada is Temporary Resident"

Is that an error? PLEASE HELP

It just means that you must in physically in Canada in order for IRCC to process landing formalities and officially make you a PR. Since you are not in Canada, your status is still that of a temporary resident. You won't become a PR until you are able to travel to Canada and use your COPR to land. Your application has still been approved and you still have a COPR, you just can't be granted PR status at this time since you are outside of Canada.

Thanks! My current visa is expiring on Feb 24, 2021, and I won't be able to fly back before that. Is there any visa I can get to re-enter Canada?

Do you have immediate or extended family in Canada? Do you hold a valid work permit?

I do not have an immediate or extended family and my current work permit expires on Feb 25, 2021.

Am I not eligible for Permanent Residence Visa?

You can return on your work permit as long as you are back in Canada by Feb 25th.

I don't understand your second question. There is no such thing as a permanent resident visa.

Won't the immigration officer question me that I am arriving a few days before my permit expiration?

Yes, it's possible they might. Hard to say.

You should make sure you can prove that you have a job in Canada. I would also try to return as soon as you possibly can. The closer you get to the 25th, the higher the chances are there will be a problem.

No idea. I think you would certainly want to prove you have a job in Canada.

I assume you applied CEC inland. You won't get a PR Visa as you applied inland. This is sort of why people are encouraged to not travel.

I have question. Once your PR is approved won't the Work Permit becomes invalid? If he was in Canada he would be in implied status and in that case he could keep his work, no problem there.
But since he's outside Canada I believe he loses his WP....
If I were you I would check this with IRCC...

If you lost your WP status, you can't keep working...

So it's good to check this info asap...

Again, this is what I heard. I have a friend in the same situation. His PR is still in process but he's outside Canada. He applied for CEC, and has a PGWP...

As per "Temporary Resident", do you keep your status of WP? Or not?
If you keep it than It's fine for you to come back I believe...

Question would be, what happens with his status (assuming for example he's Workington a WP), once the PR is approved and the person is outside the country?
If the person keeps the WP, she can just go back to Canada, and after entering the country she could just finalize the process. Or maybe they would finalize the process at the port of entry (the airport itself).

Yes, that's right.

Per the IRCC policy, those with COPRs issued after March 2020 are not allowed to travel to Canada right now to land due to COVID. As you've said, this is a very well known and public rule.

Agreed the OP cannot travel based on the COPR. The only hope is to try to travel on the work permit while it is still valid.
