No you can't change to a study permit. To get the study permit, you need to show that you can afford your studies and show why taking a language program (when you can learn English or French anywhere) will help your career. You must apply from outside Canada.

Applying for a study permit from within Canada is only allowed in very specific circumstances. You will need to apply for the study permit from outside of Canada. Taking a 3 month language program in Canada will not allow you to apply for a study permit from within Canada. Unfortunately you will need to follow the outside of Canada process to apply.
