Hi Everyone,
I applied for my wife's Open Work Permit and it was refused on November 18, 2020, on the following basis:

1.) You have not demonstrated that you come within the exceptions under section 186 of the IRPR exempting you from the requirement to obtain a work permit or that your employment in Canada comes within the exceptions to section 203 of the IRPR. As a result, your offer of employment must be the subject of an economic effect determination before a work permit can be issued to you. Your employer in Canada should contact the local office of the Department of Employment and Social Development Canada to begin this process.

2.) insufficient evidence that your spouse is presently a full-time student in Canada.

I have correctly addressed issue#2 as it was my mistake. However, I still have concerns regarding issue # 1 and I can not understand how should i fix this for my following application.

P.S I will be sponsoring her as a Post-Grad Work Permit holder now.

So if applying as a PGWP holder then you show your last 3 pay stubs in a skilled position plus an employment letter.

Thanks for the information. I dont see any field that ask for pay stub. should I submit it as an optional document?. Also i just accepted an offer that is initially for 6 months . will that be a problem?

Possibly but you need at least 3 pays stubs and a company letter. Put them under optional.
