Does WES outweigh IQAS

Hey y'all!
I had a couple of questions,

1. My fiancee has a canadian PR, is it better for him to sponsor mine, or should I apply for my own PR with spousal details.
2. For the equivalency evaluation, I was considering WES vs IQAS and while IQAS will consider my education as a masters degree and WES doesn't, resulting in me losing 7 points in the CRS. But is IQAS is valid for all provinces, all colleges and for US H4 as well?

Hi , Have you completed your ECA ? is that done through IQAS ?
