Up to my understanding on Visitor visa only unless are citizens. Meaning landing with PR visa needs pre approvals or will be subject to fly back to origination. If you have a family who or whom are citizens you might be able to travel but not sponsor anybody you can't take anyone with you now.
My brother is a citizen and I was offered that authorization letter. does that make me eligible?

are you single? or you have your family going with you? are you going to the same province? how did you apply for the authorization letter? (the IMM0006?

I am single - going alone - plan on quarantining in my brother’s province and then fly to my province - I emailed the IMM0006 form alongside other documents to the exemptions email and received approval.

They are asking for a detailed reason for travel in the email. I am just going to write: "To settle in Canada as a Permanent Resident". Do you think this would be enough or do I need to write something more?

It would be clever to mention “reunification with extended family member”.
And of course, don’t forget to attach the IMM0006 form, sibling proof, Copy of COPR & PRV, and a quarantine plan.

Can you travel in and out of Canada (land or air) after receiving the COPR and not trigger the “landing” for PR? Assuming you are in Canada on a work permit. Thank you.

but if you use this reason..will you be allowed to confirm your PR? or the most important thing is arriving there?
and regarding the quarantine plan.. can't you book an ap. on airbnb..and manage the groceries to be delivered or something? (note that my sister is in quebec, while i received nomination from Ontario, so i am worried if i go to quebec it might cause a problem when passing the immigration officer)

You’ll be traveling to settle in and validate your PR. You can quarantine in Quebec and then travel to Ontario. I don’t think there should be an issue if you show the officer your flight ticket to Ontario, this is if they ask.
I got the written authorization in day 7 after submitting the application.

How to Come to Canada During the Pandemic If Your Family Member is Extended Family, Not "Immediate"

You can also come to Canada as a visitor during the pandemic if your family member is part of your "extended" family, and is not just a close relative. In this case, "extended" means:


  • your exclusive romantic partner, whom you have been dating for at least one year, and whom you've seen in person at least once
  • your non-dependent (adult) child
  • your grandchild (must be a dependent of your adult child)
  • your sibling, half-sibling or step-sibling
  • your grandparent.
If you are not a relative of a Canadian but are related to someone who is related to a Canadian in one of the above ways, you may also be eligible.


If you are related to a spouse or common-law partner of a Canadian, who is eligible to come to Canada during the pandemic due to their immediate family in Canada, you must be:


  • non-dependent (adult) child - the Canadian is your father- or mother-in-law
  • grandchild (dependent child of a dependent child) - the Canadian is your other grandparent but your parent is still a dependent
  • sibling, half-sibling, or step-sibling - the Canadian is your brother- or sister-in-law (or half-brother-in-law or step-brother-in-law or half-sister-in-law or step-sister-in-law)
  • grandparent (the Canadian is your grandchild's spouse)
The same rules apply if your relative is in an exclusive romantic relationship with a Canadian (see above) except that siblings, half-siblings and step-siblings are ineligible in this case.
Does it mean in-laws are also classified extended family?

Nope, they're immediate members:

Referring to brother/sister in law which are related under sibling which in turn fall under extended family.
