So you mean IRCC can look at my IELTS as they wish, and I do not need to order an official IELTS report to send to IRCC?
Yes of course, the British Council/IDP provides them access to their IELTS results database, all they need is your TRF reference number and they verify it independently. Same with your ECA, they get sent an electronic copy which they can access, which is why it's very important to select an ECA for immigration purposes with your ECA provider, so they send them this electronic copy directly.

You don't have to send them an official report, you can just upload a scanned version of your test report form to include with your other documents.

Thanks, one thing I feel quite weird is that in the thread you posted, what is the difference between "photocopy" and "scanned" IELTS report? Does it mean "black/white" vs. "coloured"?
Exactly it seems the guy made a sort of photocopy of his IELTS and then scanned the copy. It is always a must to upload originals and if the document is translated also attach the original document with its translation ( Whether if it was translated by a certified translator or an affidavit) sealed and notarized as applicable.

Always originals.

Thanks, for the ECA, I chose WES. Does IRCC have access to WES system?

A copy of the IELTS is not a mandatory document since you have entered the report number which can be verified with the issuing agency.
