I wanted to know if immigration is open on all accounts and applications are being processed?

If immigration is paused at the moment, is there any date specified when Canada will start accepting the immigrants again?

I thought that only citizens and permanent residents are allowed and technically people who are yet to do landing are not permanent residents...

and is it correct to assume that application approvals won't suddenly rush in the summer? When can we expect a normal influx of immigrants?
