I don't think moving my entire family back to India for my SP is possible haha.
And if i do apply from home country, my family will still be in the UAE. So I'm not sure how they will count my ties to Home Country then.
I think i will try something for the Dual Intent letter, as i'm aware of a few expats that applied from the UAE with EE profile and still got approved in their first try.
Canada considers you as your own family unit unless you are married and have children. Where your parents are located doesn’t matter.

Yes bro this is the case ur EE thing caused refusal. I have seen the similar case getting refused. Also, What i can suggest here is to apply to a college/uni of New Brunswick. why I said this is they have a program in which EE file who have applied for SP directly gets PR something I don't know what exactly that was but yes it has similarity with ur case. Disagree. Your best option will be to attend a masters program from s good public university. Targeting programs in NB won’t make a huge difference. Given your current job it doesn’t make any sense to leave UAE to pay a large amount of money to attend most colleges. There are plenty of project management courses you could attend in the UAE or India for a fraction of the cost or even part-time while working.

Yes i plan to write a better SOP, need to do some more research before i reapply.
Do you by any chance know if it takes the same amount of processing time when reapplying ? Since BG check and Bio has been verified. I guess they just review Eligibility again with the new documents ?
Do i have to provide my old SOP as well ? Or make a new one assuming they have read my previous one. Meaning i will not include my motivation and study plan but just address the points for my refusal.
As far as i know, having an EE profile active should have no affect on Study Permit yet the VO seems to have taken this into consideration for their refusal.
I have asked around and found out a few expats in the UAE who got their SP with an EE profile active.
There are many who have active EE profile and got SP but they did not inform this in their SOP or applied from same GC Key. I can tell you. More than 90% of people who go to study in Canada are going to improve their chances at getting a PR. There are some pseudo upright people in this forum who will give you lecture on how you are misusing the system, blah blah. But everyone including VO knows your intent to apply for SP and there is nothing wrong in it. Only thing you need to convince them is if you don't make it, you have a place to go back to and will not stay back. This gets more challenging when you live in GCC countries as VO thinks its a gamble and you may stay back considering you don't have anywhere to go. Do whatever it takes to show you have a permanent place to go back to. Properties, investments, whatever it takes.

What about those who have an active profile and "mentioned" it in their SOP? Is it ok too?

If you apply as Dual Intent that is absolutely fine.
I stated that I have an intention of permanent residence thru EE after the studies and pgwp but if it is refused I will go back home to seek a job in my home country.
