Reason behind this refusal

I applied for York university, Toronto.
Course- Post graduate certificate in business administration.
Actually, I got LOA for September 2020.then deferred to Jan 2021.I did not joined online classes. Also deferred to may intake 2021. I applied for visa in the end of November .and got visa refusal on 15 January .

I did bsc non med. I had work experience of 2 years as computer operator.
I have 7 bands.

If you're trying to use the study permit to get points for Express Entry, then it won't work, your purpose of visit is not to study. Therefore you will be refused a study permit.
