i have this question i want to apply for PR in canada Express entry but my exprience is before graduation of 1 year as android developer and recently i graduated in 2020 dec
can it be counted plz answer and noc code is 2174

Yes. To be eligible for FSW, you need one year, continuous skilled experience in one NOC (or 2 years part-time).

one more question i need to ask i have score 390 what is my chance i any pnp also my noc code is 2174
Very low. OINP tech draws are higher than 420. Don’t know your score for saskatchewan but assume it will be too low. Look at improving your language scores.

Yes of course however PNPs have variant and different process than IRCC EE you need to read the requirements for each Province and pick up your best option if you succeed you get a nomination letter and 600 points deposit in your EE profile in which eventually you end up with CRS 1000 a bullseye guaranteed ITA.

You need to create a profile for example for Alberta or Saskatchewan and request their nomination through an Expression of Interest EOI application if you meet any Province requirements they will review your profile (you pay fees for the Province) and nominates you, your nomination would pop in your EE account if you accept it you earn 600 points

Applicants never got nominated randomly as stated in your EE process they ought to do so only if they fall short for applicants which will never happen at least not any soon.
The point is all PNP applicants seeks their nomination now and not waits for it
Myself was a PNP nominee with CRS 1047.

Read through each nomination program. You are only eligible for a few provinces since you don’t have a job offer. Also Saskatchewan has its own points system along with CRS score. If you have 400, you probably don’t have enough points for a nomination. Look at Ontario but scores have been 430+ for tech draws.
