Reconsideration Request for a refused BOWP application

Hello everyone, I have a few questions.

I got a refusal for my BOWP application today stating that I needed to submit proof that I submitted a PR application. This is the message I received:

To be considered for a bridging open Work Permit (WP) you must be currently in Canada and submit proof that you have sent an application for Permanent Residence (PR) as the principal applicant under one of the following programs:
 Provincial Nominee Class (PNC )
 Caring for Children Class / Caring for People with High Medical Needs Class
 Federal Skilled Worker Class (FSWC)
 Canadian Experience Class (CEC)
 Federal Skilled Trades Class (FSTC)

I am the primary applicant for a Canadian Experience Class PR application, and I am residing in Canada and haven't left the country. My resident status was the same when I applied for PR and the BOWP application. I did submit the acknowledgement of receipt letter I received when I submitted my PR application with my BOWP application. I added it to the Letter of Explanation (Client Information field). I also attached all the supporting documents I submitted with my PR application to that LOE as well. I submitted my BOWP application 30 days before my PGWP expired, and I did pay all the application fees. I was very confused when I saw the refusal letter, as I did not anticipate it since I had a very strong application, so I immediately called IRCC.

The first agent went through the application and confirmed that I did submit my AOR with my work permit application, she said she can see it, and I am eligible since I am a CEC applicant who applied for it 30 days before the expiry of my current permit; so acknowledging that the refusal might be in error, she requested reconsideration. I called again after a while and connected to another agent, who confirmed that he can see my AOR as well, and confirmed that the reconsideration request was already sent.

I think the visa officer who initially refused the application didn't see the AOR as it was attached as the second page of my LOE (they probably didn't scroll).

I am confused about what I should do now:

1. I am very sure that the refusal was in error (based on my correspondence with the IRCC call centre agents), and since the reconsideration request in on its way, what do I do with my work? I have told my employer that I am going to stop working immediately until I hear back from IRCC about my application. I am curious to know if I still have implied status.
2. Do I need to file an application to restore my status? or should I just wait till I hear back from IRCC about the reconsideration.
3. For folks who submitted reconsideration requests, how long did it take for you to hear back from IRCC?
4. The status of my application on their website still says "Refused", is this going to ever change during this reconsideration process, or will it stay like that?

I appreciate any responses you folks may have as I am going through a really hard time.

Update on this, my application was re-opened on January 12th, and they asked me to pay the Open Work Permit Holders fee and upload the receipt online. The application status now says "Submitted"

Update #2, my application was finally approved today!

I received a ghost update, and I saw the status change to Approved with a document number and other information in the status page about an hour after that.

At least one thing is off my chest!

Property Ownership: I maintain a stable life in my home country, as evidenced by my property ownership and residence. I have no intentions of selling this property, as it is an integral part of my life. Leaving behind such substantial assets would be contrary to my established commitments.




Professional Stability: As a dedicated Retired Government Officer for the past 31 years and Retired in 2022 and received pension worth of PKR 3900000/- approximately, currently serving as an Emergency appointed Examiner by the University of Peshawar during different Examinations. I am deeply invested in my career. My commitment to my professional responsibilities and my promising career trajectory serve as additional assurances that I have no intention of jeopardizing my position by overstaying in Canada.

Hi! I'm on a very similar situation as I got my refusal letter today. I applied for the BOWP after applying for PR and submitted the evidence of my PNP nomination letter and the EE LOA. I'm very confused on why they rejected my permit. I will call IRCC first thing on Monday, but I am very concerned about my ability to keep working. Do I have to stop working on Monday? Were you able to still work while waiting?

If it was a rejection, not a refusal, then it was an incompleteness.

They refused my application as mentioned that i did not send them proof of approved OINP. But i already attached my AOR.
Now, i have attached the OINP proof and put a reconsideration.

Also, my spouse’s open work permit still in process. Will they reopen my profile of reconsideration during work on my spouse’s application?

It is an old case, but they were approved.
