Hi all,

I have been reading through this forum for a while now, as I have been going through the process of sponsoring my significant other. Many of the posts here have been hugely helpful as we navigate the endless wait.

I wanted to look through the data that the Canadian government processes and figure out what the numbers look like for 2020. Here is the the tl;dr of it:

PS. for the sake of being extremely pedantic, I am aware that the data set description is for "Admissions" and it's possible to have a decision and no admission yet, but I refuse to believe that over 50% of folks who got DM in October have not come to Canada, after being away from their loved ones for so long. So the conclusion that IRCC has fallen behind their target is still valid.

Government promises rarely come to fruition. It was pretty predictable that this wasn’t going to happen. With much bigger issues like the pandemic, hospitals at capacities, lockdowns, etc. not much the MPs can do.

Definitely understand that. I have lived long enough under both Liberals and Conservatives to know that regardless of the party in power or the minister in charge bureaucracy has a way of persisting.

I guess, the point I was making was more around asking folks affected by these decisions to continue to pressure their elected officials. I fully believe that the little progress we saw in Q4 2020 was because Canadians (citizens and PRs) started making noise and got media attention. & Now that it's yesterday's news things are slowing down again.

& Yes, I understand that as country (and humanity in general) the pandemic is testing us in ways we have not experienced before, but it's not like the immigration minister or the IRCC employees are working on the front lines trying to alleviate the burden there. Assuming the systems were set up for them to work remotely, there is no excuse for the slowdown due to the pandemic.

Your title says promised, I don't believe IRCC used that word, more like that was their goal. How do you plan to hold them accountable? There are already a couple other threads on here about suing them which mostly ended up with the conclusion that if you tried you aren't going to get anywhere with it.

The immigration process is not a simple one, IRCC is still going to do their job in a proper manner, not just rubber stamping apps to meet a goal or quota. We all have empathy for applicants and understand the frustration and stress it is causing people but these are unprecedented times we are in with covid. By all means, contact your MP and vent your frustration about the delays that are happening but don't expect anything to happen as far as holding IRCC accountable.

Prior to covid nobody at IRCC worked from home. There was no system in place for that to happen. It all had to be set up after covid set in. It's not just as easy as saying to an agent, take these files and your laptop home and work on these files. There are many security issues that had to be dealt with in setting up the system, you can't have them taking files into an unsecure enviroment and unsecure on-line computer system to be processed. It probably took longer than it should of to get it going but now that it is, hopefully the volume of cases being processed will continue.

Governments NEVER promise anything, they’ll have goals , or they are working towards a number , but they don’t promise things . If they PROMISED something , and they failed to deliver it, that could be used against them

The federal government has made dramatic progress in reuniting Canadians and their foreign spouses in the wake of pandemic separations — and advocates are urging Ottawa to keep going.
In September, Immigration Minister Marco Mendicino deployed 66 per cent more staff to handle spousal sponsorship applications in Canada and set an ambitious target to process 18,000 cases between October and December.
In total, 15,999 files were finalized in the quarter, with 14,816 applications approved, 837 refused and 346 withdrawn. Two-thirds of the completed applications were from people who were physically overseas, while the rest were from inside Canada.

However, the average processing time remains longer than the 12 months it had been before the pandemic. The processing time is currently 17 months for overseas applications and 15 months for in-Canada applications.

Given the struggles due to covid it is pretty impressive that they were processing 3k applicants for at least 3 months.
