What do you mean by a lot? You mean thousand or hundreds of dollars? Does the cost vary by individual? How long it usually takes for the whole process?
It will cost hundreds of dollars per hour so thousands to file the appeal and go to judicial review. Also a judicial review only looks at whether the officer followed due process according to laws and regulations. Your individual reasons for refusals are not reviewed. So you need to be sure the laws were not followed and not file just because you feel they are being unfair.

And yes I’m a business man I didn’t explain anything in my finances as they only requested proof not explanation of that proof. I think my mistake is that I’m honest and I’m not used to these kind of tricks.

I will hire a pro consulter. But do you suggest a specific one online or a local office?

Do you have some immovable property in your home country? It will help.
Possibly family in your home country? It will help.
Is your self-employment / business registered? It will help too.

If you are self employed you need to establish that whatever you are trying to study in Canada can be useful in your business back home. Having a registered business means your are serious about running it after coming back.

That and close ties to your home country (family, property etc).

A judicial review will cost more than $5K if you hire a good lawyer. It does not guarantee anything. Even if the appeal is allowed, you don't get the study permit. They will just assign a new officer to review your study permit application.

So it’s basically useless and just waste of money. I thought the court my order a visa issuance for me if the appeal is allowed.

Unfortunately no! 3 yrs back, i was chasing all these expensive lawyers for a judicial review because my local agent had messed up my application. I could have never been able to afford that much of money. You should try for reapplication.

JR costs at least 5,000 CAD and can go over 7,000. Time is at least 3 months and can go over 8 months.

If you own a property, then it shows economic ties to your home country.

Unless you are constrained with tax issues, register your business in your country --possibly you might have already.

Basically having documentation about your business proves that you are invested in your country. You were running a business back home (does not matter online or overseas, a business can serve customers anywhere) and you can continue to do so after you are done with whatever you are going to do in Canada. It challenges "limited employment opportunity" argument of VOs. You had been employed in your own legitimate business (complte with tax records etc) and you can go back to it.
