Almost similar timelines to yours. I called them in NOV and found status as below:
AOR: July 03
Eligibility; Recommended Pass
Medical: Passed
Background: Review started and reached half-way through
Biometric: Updated as a part of Background check
VO: Ottawa

However, on 23rd Dec, I have received my biometric fees back. so Hoping for best.

We all have the same status with July AOR and should expect COPR around the same time.

AOR: July 8, 2020
Eligibility: Recommended Pass
Criminality: Not started
Background : Not started

BOWP processing time has gone done dramatically from an average of 4 months to about 2 months. Lets hope the same applies to our PR applications in 2021.

If they are to meet set the target of 400 thousand, they will have to issue at least 33 thousand COPR per month. I believe they will focus on clearing most of the backlog from 2020 from January-March, 2021,

Security and criminality will likely be done simultaneously. You might be one of the lucky few to get COPR in January,2021 or at least have your application approved on file.

I heard multiple times from this forum that security only starts when eligibility passed (not recommended pass). You are the first case that I've ever seen with security starts before the eligibility was finalized.

Hello guys
I am biometrics exempt but it’s still showing that my finger prints have not been received.
I understand they are refunding biometrics fees...yet to receive mine

My understanding is that they only refund the biometrics fee once you have reached the final stage and when your application has been approved or denied.

Maybe they have your biometrics, just the system is not updating it.

I would try to reach the call center and see what they say.
