My profile :-
10th -- 79%
12th -- 65%
B.Tech Instrumentation and control -- 6.88/10 completed in 2019 ( 4 backlogs)
IELTS - 6.5(6)
Funds -- $75K CAD ( Tuition Fees, GIC, FD, ITR, GPF )
Applied course - Diploma in Instrumentation control
Ties :- My grandparents, uncles, aunts , siblings all are citizen of Canada

First rejection reasons :-
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of: your qualifications, previous studies, mark sheets, academic record, and level of establishment, your future prospects and plans and/or language abilities.

After receiving first GCMS notes I reapplied with same different SOP but same program. ( My friend got his approval with the same trick and we both have same profile , same course and same bands)

Second rejection reasons :-

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of: your qualifications, previous studies, missing mark sheets, academic record, level of establishment, language abilities, financial ability, and/or your future prospects and plans.

I thought, I sorted my family ties reason which was given in 1st refusal letter as second time they didn't have mentioned about it in refusal letter.

Today I got my GCMS notes.

Please go through with it and share your suggestion.

Note:-
I have already changed my course UG diploma to PG diploma as my course is available in limited place. Apart from PG diploma what I need to do anything extra ?
Kindly share your suggestions and elaborate 2nd paragraph.

Thanks a lot in advance.

You have a large family in Canada, this is quite the issue. You need to show ties to your home country (and quite a lot of them I believe).

In the SOP you should mention how doing this program will benefit you back in your home country.

You also mention missing mark sheets, did you miss anything?

I believe your friend does not have family in Canada, which why he got in. My personal belief is that your lack of home ties is the largest reason why you have been rejected.

Yes, he doesn't have any family members in Canada.
Yes, I submitted all my marksheets along with transcript.
For home ties, I have shown that my parents and sisters are still live in my motherland so that is strongest ties that my family is there in my motherland. Also, I have write down opportunity in my home country after completing that program.

Main concern is course like why diploma after B.tech so this time I am changing my UG diploma to Graduate certificate course.

The issue very clearly is that the VO thinks you haven't shown enough to convince him/her that you have sufficient home ties. Try to show tangible assets - property, savings, investments, vehicles etc. You can also show responsibilities that you may have - need to take care of kids, job, business etc. Demonstrating a good overall plan on what you intend to do when you get back can also help.
