What is the faster way to apply? Please help

I am asking in behalf of my friend who is currently working in SK as software developer manager for a year now. He had been nominated (got ITA) before but it got expired and missed to apply for PR. He has working visa and has his son with him too. He wants to apply again through express entry as he thought it would be faster. Would you advise that or just choose the Saskatchewan Experience Stream? I would like to help him as much as I could since I have undergone with SINP before but I think I am missing many changes. How many points does he have under Express Entry?

He needs to figure out exactly how many points he has. This will determine if Express Entry direct is a realistic option.

450 is not enough to be selected right now. He needs in the 468+ range.

He told me he has 484. We are kinda confused as he came here with work visa and was nominated through SINP but unfortunately that get expired when he submitted the PR app. He is tryinh now to apply for PR tru express entry but he is worried that he doesnt have LMIA as on his work permit, it was indicated that it’s exempted. Please shed a light. Thank you

If he has 484 then he can apply for PR through Express Entry. If he is LMIA exempted and it is valid, he is fine.

By the way his employer promoted him to another position that falls into skill level 0 from skill level A. It would be different from the one stated in his job offer that allowed him to get work visa. But I read that it would be okay as long as it skill level 0,A,B or C?
