You have a relative who is a Citizen of Canada?
My brother is a Citizen of Canada, But he does not live there. Now what to do? if any suggestion.

Someone suggested me, even if a Canadian citizen doesnt live there, you can show he is living there by showing taxes paid, addresses, mails etc. It sounds a bit shady, should I go that way?

You're not reuniting with a family member if that family member isn't even in Canada.

So I guess the answer to your question is that is depends on how comfortable you feel committing misrepresentation (lying) to immigration officials and being prepared for the consequences of potentially being caught.
