My study permit review progress (Winter 2021 session)

Hi Guys, I have been accepted into a doctoral program in a university in Quebec. My proposed start date is on or before 17 January 2021.

Below is the timeline since the submission of my visa application via online.

Study permit application submitted (online): 17 October 2020
Visa category: Regular
BIL request after VFS reopening (from IRCC): 21 November 2020
VFS appointment confirmation (for biometrics): 29 November 2020
Biometrics submission and update in GCkey: 08 December 2020
Medical request (from IRCC): 09 December 2020
Medical exam submitted (Bangalore): 10 December 2020
Medical exam passed: 21 December 2020

Given this, I would like to ask you whether it is normal from IRCC for not sending any questions or clarification on the documented that I submitted with my applications. Also, would it be normal that IRCC may approve study permit when an applicant fulfils all the requirements and satisfies eligibility in most of the cases?

Any idea on when a visa officer starts reviewing the application, i.e. whether after submission of the online application, or after biometrics or before, or after medicals etc.,? Please, share your thoughts in.

What I heard is if non sds, no upfront medical, when ircc ask you to medical, that means eligibility is passed. if medical is pass will get the visa. But it is just a saying, no official confirm.

Thank you. I could remember that the review for eligibility has been started the moment I submitted my online application in October. I'm not sure if this is the same for others too. Even the background check has been started the same time as well.

Should I take this as an indication that my application documents are being reviewed since the time of submission of my application, because I received my BIL and medical exams request immediately when the VFS services have reopened in India? As you know, the IRCC prefers to process applications whose DLI is in the approved list.

Yes, most of the people say that medical passed could be a favourable decision. But, I think medical requests are part of the visa requirement, irrespective of the final decision. We still need to wait for IRCC's response officially before drawing conclusions.

Are you sure? I read many threads in this forum where visa rejected even after medical passed, whether it was upfront or medical request from IRCC.
My eligibility shows it is under review since the submission of my application.

I'm sure because my first application was rejected without medical request.
