Visa Refusal after Passport Submission Letter

Hi All,

I applied to a university in Canada for Sept 2020 intake and submitted my Visa on 23rd June. Due to the Covid situation, VFS was closed in India and I couldn't submit my biometric. IRCC released an update stating that the Sept intake students will receive a two-stage approval (AIP). Since I didn't receive the AIP till Aug 27th I wrote to my university and deferred the intake to Jan 2021. However, on Aug 31st I received a notification in my mail that I have a message in the GC account. I received a Passport submission letter in my GC key whereas at that time I haven't yet submitted my biometrics itself. So, when I checked with my consultancy and a couple of my friends they told me that if I have received the passport submission letter that means my visa is approved. Keeping that in mind I revoked my deferment and continued to take the online classes for Sept intake. Later in mid of Sept, I also received my AIP. On 10th Dec I gave my biometrics, on 19th Dec I got the biometrics validation letter and on 20th Dec my visa got rejected.

Anyone in this similar situation please help me out.

Wow! This is a very unique situation. Haven't seen such before. But I guess IRCC made a huge blunder, and everyone else overexcitedly misadvised you due to the many uncertainties that abound during that period.

One thing is that it is unheard of, in fact impractical, for passport submission/request letter to be issued before biometrics. IRCC can be sued on this note for misleading you. Also, everyone who advised you to accept the letter as legitimate was wrong. The first thing to have done was to send a mail/webform to your visa office asking about the passport submission letter which came before you have submitted your biometric data.

Biometrics is a very essential part of the process, even more important than medicals. Getting your passport submission/request letter before biometrics is almost equivalent to getting your first month salary without actually submitting your banking information to your new employer. IRCC wouldn't normally do that; so if they did, I guess it was a thorough error on their part.

But then, an organization as huge as IRCC should be above making such costly mistake. They ought to have at least apologized soon after the passport submission letter entered your account, and then revoke it. If this case goes to court, I do not see IRCC coming off it easily.

Thank You for your reply.. Actually, i did wrote a webform and also sent a mail to the High Commission of Canada too about the passport request letter. But i received a generic reply from both stating that " the delay because of this COVID situation in submitting the biometrics and Passport submission will not affect the application status"
