Oh, man, we're in the same boat, i also applied when I was outland, received PPR to my profile, and sent my passport copy to Ottawa 2 weeks ago. Still no news. A colleague of mine was in the same situation, he received COPR to his profile a couple of days after the ppr.
I have no idea what to do, our applications are stuck in the limbo

I received my COPR and passport yesterday. Seeing people is anxious about their applications got stuck like I did before (I was almost in paranoid mode), I would like to provide my timeline. Hope this can help to adjust our expectation.

COPR received: December 15th

So I waited 1 year for PPR and close to 2 months to get COPR after that.

So, had my first go at talking to the call centre. Tip for those in BC: don't call early like you might see elsewhere; wait until after about 1:30pm when the east coast falls outside the open hours window.

Agent was nice enough. Confirmed that my photos/passport copies/forms had been received in Ottawa and a note was on my file saying that it was in the "print queue", but of course couldn't say how long that would take. Did say congratulations, though. I guess I feel slightly better....

I just got my passport back so wanted to share my details on timeline.

PPR: 16 Nov, 2020,
Passports Sent: Nov 30, 2020,
Passports reached IRCC: Dec 2, 2020,
Approved/Counterfoil: 7 Dec, 2020,
UPS Return Label activated: 10 Dec, 2020
Passport Received: 18 Dec, 2020

Just a quick note about shipping with UPS.
I used their international overnight shipping but it took 2 days to reach Ottawa. Also the return label got activated on Dec 10, 2020 but immediately it started showing delay due to operating conditions. That is how it stayed for 4 days. I made multiple call to them but they could not tell where the package was. Finally on Dec 14th they started an investigation to locate the package. On Dec 18th morning they said they couldn't locate it and sent me a claim form. Then out of the blue on Dec 18th evening a UPS driver dropped off the package on our front porch even though signature was required. The UPS online system still showed it as missing. So not sure how UPS tracking works. But my experience was not good.
If anybody has used Fedex maybe they can share their experience.

We both have almost same timeline. Mine is pending Final approval too and no updates still. Passport delivered to Ottawa on 14-Dec. COR: USA. From which email did you get re-photos, please?
