If you are NOC O ,A ,B no requirement of submitting IELTS though I have noticed in Immitracker they can ask for English Test later on case by case basis but no requirement of attaching it with the application if you are O,A,B

Did your province require to attach English test result when applying for nomination ie. before they issued nomination to you if the answer is yes then you need to attach English Test result with paper based application as well otherwise they will return your application.

Most Provincial Nominee Program (PNP) applicants in National Occupational Classification (NOC) skill levels C and D occupations are required to undergo mandatory language testing and achieve a minimum standard of Canadian Language Benchmark (CLB) 4 in each of the 4 abilities (listening, speaking, reading and writing) before obtaining a provincial nomination certificate.

Applicants are also required to include a copy of their language test results when submitting their paper-based application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).

PNP applicants who have been nominated under an Express Entry stream must undergo language testing. Individuals must indicate their test result scores in their Express Entry profile and in their electronic application for permanent residence. Test results must be valid in both instances. In Express Entry, test results are validated electronically with the testing organization, so PNP applicants are not required to upload a copy of their test results as part of a complete application.

All NOC C and D provincial nominees have to provide a copy of their language test results with their application for permanent residence.

Procedures
Applications for permanent residence from PNP applicants in NOC C and D occupations must

  • include a copy of valid language test results demonstrating that they meet the minimum language standards; OR
  • meet one of the exceptions noted above.
When the Centralized Intake Office (CIO) reviews each NOC C and D PNP application for completeness, they use the “Test required?” column, in the nomination spreadsheet, to determine if valid language test results should be included in the application.

The following explains when an applicant must include a language assessment with their application and what to do if it is required and not included:

  • If the province or territory selected “yes” in the “Test required”, thenthe applicant must include a copy of the language test with their application, in addition to all other documents listed in the document checklist for PNP applicants, for it to be considered a complete application.
  • If an application for permanent residence for which a PT selected “yes” in the “Test Required?”column does not include a copy of valid language test results, then the application will be considered incomplete and the CIO will return the entire application package to the applicant.
  • If the province or territory selected “no” in the “Test Required", then the province or territory has determined that the applicant meets one of the exceptions and the applicant is not required to include a copy of language test results with their application for permanent residence.

Link the application to your account if you have one. I still did not receive AOR or something else, I can just see now that the progress is by 39% that is all.

Yes ielts is required for alberta PNP..
My ielts is valid on that time...
But when I submit my PR application, my ielts expires... I submitted in june 2020....
They aren’t returned the application till date...

I also heard that, in this era of pandemic, IRCC will not refuse any incomplete application due to covid 19... They will ask to submit the missing documents later on...Is it True....

I have the new ielts... how i can submit it to ircc without any ‘file no’...

what they check in eligibility because eligibility already checked by province.
They match your capability with the NOC in terms of education, work ex even if the nomination has nominated you.They check your ability to become financially stable even if you have a job offer.They check your ability to support your dependents financially.They check if you have misrepresented anything.

If the reason for not submitting english test result was really covid ex. you could not sit in the test as testing centres were closed ,certainly they will not return the application.Did you attach letter of explanation like why you are not submitting the said test result,if you did I am 100 percent certain they won’t return.

How can we know that our file transfer to local visa office??

I am not sure on this, I believe when you receive communication from IRCC at different times as your file progresses the bottom part of the letter mentions the office where your file is being processed presently.

Yes on that time, test dates weren’t available,,so thats why I submitted with expired ielts...
but i m not sure about the letter of explanation, my agent submitted or not....i only signed the forms & documents they want me to sign...
