My understanding was that since all applications get to be sent to NS they will check if the package is complete then provide AOR and then sent the application to a local office. (Or send it back to the applicant if anything is missing) Then when the local office recieves the application, they will put the status into 'In Progress' and start doing the necessary checks.
However I read on some threads that people were receiving AORs from the local office. Now I am confused. Which one is the correct understanding?

AORs are received from Sydney, NS by email or mail once your application has been reviewed, is deemed complete and is entered into the GCMS system. At this point you should be able to access the status online on eCAS which should say Application Received. The application is then sent to your local office and that's when the status changes to In Process. That's the way it's been done so far. Unless very recently they changed things to speed it up because of COVID.

I think with the digitalization that is happening at IRCC this local office concept will be more centralized as resources will be better managed/utilized. Not sure what will be the future of local office will look like...
