In fact to qualify for citizenship you need in the 5 years before the application to be a PR for a minImum of 2 years but can claim one half day for every complete day to max one year credit as a temp resident in those 5 years. to reach the 3 years out of 5 requirement for a citizenship application.

So main point is a minimum 2 years as a PR so yes you need to be a PR but can claim some credit as a temp resident.
