GOT REFUSAL AFTER AIP. AIP - Sep3rd. Refusal - Dec 11

So, The reason mentioned in the refusal is pretty generic saying that I won't leave CA. Why did they give me AIP in the first place? Also, MY DLI is way beyond the refund stage. IDK guys. Feel so dejected. I'm gonna reapply again. Anyone else in the same boat as me?
I have attached images for my AIP, Biometrics and Refusal letter. Both bio letter and refusal on same day.

I have been patient after AIP. Only since November 26th I have requested the status of my application through webform. To be precise I sent webform 3 times. The final time I attached the Letter of Enrolment from my DLI. My DLI had COVID 19 readiness plan approved.

My course is a 1-year course. So if I reapply again would I still be eligible for a 1-year work permit?

My lawyer is representing my application. I'm in India now. I woke up to his mail saying my application is rejected. Have to speak with him again and reapply. But This feels strange. I haven't seen any refusal recently. That too this late.
If refused on medical reasons would be understandable. But why refuse on Not returning back to CA. Why issue AIP then?

Even I applied through a firm, in my AIP, the Indian address shown. I don't want to comment on this situation but it seems very odd. Maybe your's was an error AIP which was sent on Sept. 3 ? Where did you receive your AIP from Edmonton or Ottawa ?

I do not know how to check that since my lawyer was the one who attached all my files. But I have posted my AIP image. And I do not know how to check there.

Even if my AIP was an error. Don't you think the refusal letter is way too late? What were they doing all this time?

My first semester is almost over. I still have one more class this Sunday. There's a test happening too. Don't know how I'm gonna perform under the current scenario. So far I have been doing great with the rest of my subjects.
If I were to reapply again can I upload my grades again to show these officers that I'm in fact a genuine student.

It's very unbelievable but I suggest you to ask your rep or submit a web form yourself raising a reconsideration request by attaching the AIP and the other enrolment related documents.

Gap - 10 years.
I have 9 years of work experience as Graphic Designer. I'm switching my career too. But have justified in SOP. Hope I get it.

Also your profile has some issues but either way it should had been cleared during stage 1. If you are going to apply again, apply through non-sds and attach the GIC, AIP with rebuttal etc. You can expect faster results since non-sds is getting cleared faster now.

I'm switching from Graphic Designer to Film course. My main focus subject was editing & VFX(Post-production). And there r other elements in my course too. Like Camera, Script writing, Directing. My only concern was if they would think scriptwriting and G.D would be unrelated.
Ya, but they haven't mentioned any of those reasons as refusal.

Sure, What about my grades . They are pretty solid atm. Can I upload those too? Will it be of any help?
