i don't understand why they don't just simply give virtual landing to applicant and CoPR for dependents. Is that really complicated?

Hello guys, my application changed to DM on Nov 6th 2020, and IRCC said currently my file is with Primary office which is Sydney CIO(nova scotia). My secondary office is Vancouver. No Copr yet, it's been 30 days after DM.

1. Has anyone got the similar timeline and haven't received Copr?
2. Will I get Copr directly from Sydney office or Vancouver office?

I got DM on Nov 5th 2020. Since that, nothing happened. I have no idea when or where I would get copr from.
