For government and immigration, you are a resident after you are a permanent resident.
Last year I came back from work week-long trip and at the YUL airport, they asked me where I resided in and I told him that I was a "temporary resident" here, after which they passed me to the second review and then the agent explained to me what until now I was not resident for them and you can say resident only when you are a permanent resident. When he told me that, I told him but I have lived here for more than three years and I have my job and my children at school, after which he told me "you only have a work permit." After that I don't even mention that I am a temporary resident, I just tell them that I have a work permit.
