Once the person receives stage 1 approval in the H&C application, then can apply for a work permit and can qualify for health care coverage.

I believe first stage approval is taking anywhere from 8 months to well over a year right now. Hopefully others can comment on that.

In general people need to show they can't access healthcare to treat their medical issue in their home country not better healthcare. -If you have been studying off and on your school should have reported you if you didn't return to school unless you were on approved leave.
