Hi guys, am newbie here and i don't know a lot about immigration process, but i would appreciate if you can help me about this one so:
Does person have any possibilities to apply for EE or any other stream of immigration if it has following and if it does what would be the best suitable way for this case?

Bachelor's Degree (Not Canadian),
4 years of Work Experience (Not Canadian and is not related to the field of studies but files under any NOC code),
Is younger then 30,
Never been married,
Assume to have good IELTS,
Doesn't have any relatives abroad,

Now this might not bring enough points to compete in this race which is ok, but what important is to know is this good enough to fulfill any of requirements to be able to apply for immigration?

Based on the information you've provided, it's not possible to say if these requirements are enough to be selected for immigration.

You'll need to calculate exactly how many points you have under Express Entry. To be selected out of the pool, you need to have a score of around 470. You can use this tool to calculate your score:

https://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp

If you don't have enough points to be selected under Express Entry, then you will need to look into the Provincial programs (PNP). Once again, your score under EE will matter here and also your NOC (i.e. which occupation you have work experience under).

Yes, anyone can apply for EE. You don't need to have Canadian education or work experience. However you need to have enough points to be selected out of the pool.

Many PNPs do require a job offer but not all of them. You'll need to research if your NOC is in demand in any of these provinces.

Yes, job offers are pretty much impossible to get.

Yes, you can count your work experience.

I'm not sure what information you're asking for but everything can be found on the IRCC web site.
