Has anyone flown to toronto other than their dli city?
Can we do it? Someone pls help

You can but you need to prove why you intend to do so to the Immigration officer. Say you've a family in the city and since the classes are online for the foreseeable future, you can explain the same. Currently, I think provincial borders are closed unless you work for the govt or have an undeniable reason

Can I say that I’m in toronto till my semester starts? And I plan to travel with my uncle later?

one you get your visa you can do anything reasonable/legal you want. your visa is for canada as a country not one specific city or airport.
Visa/Study permit is issued at the POE and the Immigration Officer has the right to deny the same even though the person has an LOI. And during such times, they just dont want to take any chances. And last I know, provincial borders are not open to general public for travelling and recreation. Only with a valid reason or if they're frontline workers, or govt supported orgs.

In the Maritime provinces you need to quarantine again if you arrived and quarantined in another province. When it comes to international students they won't necessarily have health coverage if they remain in another province. If you decided to come to Canada as an international student but don't plan on living close to the school you'll need to justify your plans. Provinces don't want the burden of receiving all the international students from other provinces. It creates demands on their services, creates extra demand when it comes to access to part-time work, etc. Assume you have a separate area to quarantine in you uncle's home like a basement with a bathroom. There have also been some updates to the quarantine instructions. Unfortunately the previous guidelines did not make sense based on basic public health principles.

A suitable place of quarantine is one where you:

  • Have access to the necessities of life without leaving your place of quarantine
  • Have a separate bedroom if the space is shared with family/friends who didn't travel with you
  • Can limit interactions with others in the household. If spaces, such as a kitchen, are shared:
    • wear a mask or face covering if a 2m distance cannot be maintained;
    • thoroughly and regularly clean common areas after use
  • Are not living with those at risk of more severe disease
  • Are not in close contact with others who did not travel with you. For example, do not quarantine in:
    • a group or communal living setting, including camps or students dorms unless the location is pre-authorized;
    • a household with a large family or many people
    • a shared small apartment or similar setting

Plus the pre-Approval and arrival forms from Universities and the maritime provinces. Too many rules especially in PEI.
